Everything was in the package. I did not count the cutoff disks! Crazy I may be, fool I am not. there is only 1 think that NEEDS improvment: labels. The cutoff disks are unmarked. Nothing, nada. If lables are impractical, a color photo, expanded from the photo in the listing, with each type of piece labeled. If they included a few tips, e. g. 'the steel brushes are used mostly on...', the colored wheels are used as followes: pink..., gray... etc. (If they are all the same (they feel the same) then
