This is basically nothing more than a Piezo Ignitor in a "medical" package. It generates a spark which will be perceived as a small electric shock, combined with some heating of the skin. The nice thing, it actually works - although not quite as effective as the electrically powered heat-based itch healers, but it does the job at limited unpleasantness.
